40+ Employees: Full Committee
Once headcount reaches 40, OSHA requires a formal Safety and Health Committee with management and employee representation.
5+ Employees: OSH Coordinator
Below that threshold, a distinct requirement applies instead — an appointed OSH Coordinator. The two roles are separate obligations, not interchangeable.
